The Hanover CASA Program recruits, trains, and supervises competent volunteers to represent the needs of abused and neglected children, as well as other children in juvenile dependency hearings. The program promotes safe, permanent homes for all children. Children eligible to receive services from the program must be involved in either Hanover or Caroline Juvenile and Domestic Relations District Courts and must be recognized by the court as needing advocacy services.

Foster Care, Prevention & Foster Parent Services

All children deserve to live in a stable and safe home with caring adults. The Hanover Department of Social Services offers services to help families who are having serious parenting problems or are going through a major crisis, such as abuse, neglect, drug/alcohol problems, mental health issues, stress, and/or lack of family support.
  • Foster Care - Temporary, short-term placement of a child with a substitute caregiver. Returning the child home is the first goal, followed by relative care, adoption, or permanent foster care.
  • Foster Care Prevention - Foster Care Prevention services are intended to prevent the placement of children in out-of-home care, including foster care and residential placement.  The goal of Foster Care Prevention is to enhance the family's ability to create and maintain a healthy home environment while ensuring the safety of children and family members.
  • Foster/Resource Parent Program - Required training for adults who are interested in becoming approved foster parents.
