Residential Application Requirements

  1. 2 sets of plans and specifications must accompany every Building Permit Application (PDF). To gain a better understanding view the Residential Construction Plans (PDF).
  2. 3 plot plans showing the location of the proposed structure on the lot with all setbacks dimensioned.
  3. A completed asbestos certification form is required for renovation, demolition and reroofing work performed on structures built prior to January 1, 1985.
  4. A completed Building Permit Application (PDF).
  5. Applicants not required by law to be licensed as contractors must submit a written statement, supported by an affidavit that he/she is not subject to licensure as a contractor, subcontractor or owner-developer, view the Contractor Licensure Exemption Statement (PDF).
  6. Application will not be accepted if the subdivision or new section of subdivision has not been recorded.
  7. Completed Land Disturbance Permit Application for Single Family Residence (PDF).
  8. Contractors must furnish a copy of their valid Virginia contractor's license, learn more by viewing the Department of Professional and Occupational Regulation website.
  9. If the building will use a private sewage disposal system and/or a private water source, a completed Commonwealth of VA application for sewage disposal and/or water supply permit shall be submitted with the building permit application. If the sewage disposal and/or water supply permit has already been filed with the Health Department simply fill in the health permit number on the building permit application, learn more by viewing the Virginia Department of Health site.
  10. Incomplete applications will not be accepted.
  11. The Town of Ashland has incorporated an ordinance change that requires stormwater management for building permits on new construction that results in increased impervious area. The Town of Ashland requires stormwater fee payments for new construction of Single-family homes (not part of larger subdivision or plan of development with an approved BMP and stormwater management plan) and additions, decks, pools, patios, walkways (excluding ADA ramps) and accessory buildings, etc. of 50 square feet or more of new impervious area.  All fees collected by the Town of Ashland will help pay for larger stormwater management projects that will compensate for the new construction plus mitigate older developed areas that were built before stormwater management was a consideration.
